Seattle Program Design: Local Flexibility Demonstration Program Plan

  • Effective start date of September 1, 2003 with an initial five-year program cycle.
  • Consolidates all four authorized federal entitlement programs totaling $4.5 million a year.
  • Targets funds to schools with concentrations of students most at-risk of not meeting State standards.
    • Tier One Schools - Not making AYP for two or more years.
    • Tier Two Schools - Not making AYP for one year or having concentrations of subpopulations of less than 30 students.
  • Contains annual performance targets in Reading, Mathematics (K-12), attendance (1-8) and graduation rates (9-12).
