Benefits to a District: Local Flexibility Demonstration Program

  • Provides greater flexibility in the use of the funds, less prescriptive and assists the district to more accurately target resources and customize instruction.
  • Provides program stability by offering an approval of a five-year plan versus annual plans.
  • Facilitates the modification of program strategies and budget without prior approval from the funding agency.
  • Assists in the integration of consolidated funds with other federal programs not included under the Local Flexibility Plan.
  • Offers incentives for districts to make the hard or tough decisions relating to the use of these federal funds, as well as strengthens a district's will to make a difference in student performance.
  • Provides evidence of strong district commitment to improving student academic achievement for all students.
  • Provides private schools with the same flexibility offered public schools in the use of consolidated funds.
