Purpose and Scope of Program: Local Flexibility Demonstration Program

A promising new federal program designed to assist local educational agencies improve student academic performance.

  • Purpose/Intent of Program
    • To improve student performance and assist districts to meet State standards.
    • To allow discrete, historical and narrowly targeted funding streams to be used differently.
    • To trade-off of strict accountability for results with relaxation of requirements.
    • To eliminate barriers to implementing effective local education reform.
  • Scope of Program
    • Five-year initiative with a renewal for an additional five years based upon progress.
    • Unprecedented flexibility to consolidate federal programs and use for any purpose of ESEA.
    • Limited to no more than 80 local educational agencies nationwide.
    • Limited to four federal entitlement programs.
    • Involves an application development and submittal process.
    • Sets an administrative cap of 4% for the total amount of consolidated funds.
    • Requires annual reports on how the consolidated funds were used to improve student academic achievement.
