Purpose and Scope of Program: Local Flexibility Demonstration Program
A promising new federal program designed to assist local educational agencies
improve student academic performance.
- Purpose/Intent of Program
- To improve student performance and assist districts to meet State standards.
- To allow discrete, historical and narrowly targeted funding streams
to be used differently.
- To trade-off of strict accountability for results with relaxation of
requirements.
- To eliminate barriers to implementing effective local education reform.
- Scope of Program
- Five-year initiative with a renewal for an additional five years based
upon progress.
- Unprecedented flexibility to consolidate federal programs and use for
any purpose of ESEA.
- Limited to no more than 80 local educational agencies nationwide.
- Limited to four federal entitlement programs.
- Involves an application development and submittal process.
- Sets an administrative cap of 4% for the total amount of consolidated
funds.
- Requires annual reports on how the consolidated funds were used to
improve student academic achievement.
